Zunyi Huichuan District Publishes Accountability Measures to Rectify 22 Kinds of Lazy Government and

Recently, Huichuan, Zunyi City, issued the Interim Measures on Accountability for the Effectiveness Construction of the Style of Huichuan District in Zunyi City (hereinafter referred to as the "Accountability Measures"), which directly highlights the lazy, idle and mediocre behavior of the cadres in the district, in order to effectively change the working style of the organs and strengthen the efficiency construction of the organs.
The Accountability Measures are applicable to Party organs, People's Congress organs, administrative organs, organs of the Political Consultative Conference, judicial organs, procuratorial organs, people's organizations and their staff in the whole region. They are authorized and entrusted with public affairs management or administrative law enforcement functions. At the same time, if it is clear that public institutions and their staff members should be held accountable for violating the efficiency of their work style, the relevant administrative departments shall refer to the Accountability Measures.
Combining with the problems of lazy, idle and mediocre administration in the work style, the Accountability Measures defines 22 specific accountability situations from five aspects: smooth policy order, project promotion, interests of the masses, work efficiency and work discipline. Those who violate 22 specific accountability situations for laziness, laziness and mediocrity constitute a disciplinary liability investigation shall be punished in accordance with the Regulations on Disciplinary Punishment of the Communist Party of China, the Regulations on Disciplinary Punishment of Civil Servants of Administrative Organs and the Interim Provisions on Punishment of Staff of Public Institutions. If it is not enough for Party discipline and government discipline, it shall be held accountable for reminding talks, admonishing and encouraging talks, notifying and criticizing, ordering public review (apology), suspension (suspension) inspection and adjustment (transfer) posts according to the circumstances. At the same time, the "Accountability Measures" also identified eight kinds of situations, namely, & ldquo; refusing to correct errors & rdquo; & ldquo; interfering, hindering, and not cooperating with the accountability Investigation & rdquo; emphasizing accountability; actively cooperating with the accountability Investigation & rdquo; and lightening accountability.
In the application of results, the "Accountability Measures" stipulate that if individual cadres and staff members are encouraged to talk, report criticism, and order public review (apology) to be held accountable, the annual assessment shall not be classified as excellent. If they are held accountable more than twice (including twice), the annual target assessment Award for 30% of the individual will be withheld; if they are suspended (suspended) inspected and transferred (adjusted) from their posts, they shall be held accountable. The annual assessment shall be set as incompetent (unqualified) grade, and the annual target assessment award shall be cancelled; those subject to Party discipline and government discipline shall be executed in accordance with the provisions of the sanctions. If the leading group of a unit is accountable or the cadres and staff of the unit are accountable for more than three times, the principal leaders of the unit shall make a written rectification commitment to the district committee, and the office of the leading group of the efficiency of the district style shall supervise the rectification; the problem of the efficiency of the work style of the unit is prominent; if the unit with less than 10 persons (including 10 persons) has more than two cadres and staff members who are heavily accountable within one year, the cadres and staff of the unit with more than 10 persons shall hold positions within one year. If the number of workers who are heavily accountable exceeds 2 and the number of people who are accountable reaches 20% or more, the annual target assessment award of 5% will be deducted and the main leading individuals of the unit will be accountable. Where the suspension (suspension) inspection, adjustment (transfer) post accountability, its "Accountability Decision" and other accountability information should be included in the personal files.
