According to the unified deployment of the Municipal Committee, from May 2 to June 29, 2018, the First Inspection Group of the Municipal Committee conducted an inspection of the Municipal Government Office of Overseas Chinese. The inspection team conscientiously implemented the spirit and requirements of the Central Committee on the inspection and inspection work. Focusing on the central task of strictly administering the Party in an all-round way, it took the discovery of problems and the formation of deterrence as its main tasks, carried out extensive individual talks, accepted letters and visits from the masses, consulted relevant documents and materials, got a thorough understanding of the situation, and successfully completed the inspection task. The leading group of the inspection work of the Municipal Party Committee heard the report of the inspection group and reported the situation to the special meeting of the Secretary of the Municipal Party Committee.
Guo pointed out that there are five main problems in the municipal government office for overseas Chinese. First, the implementation of the rules of procedure is not in place. The Party group meeting is confused with the administrative committee, and the minutes of the meeting are chaotic and not serious. Second, the study of political theory is not deep enough and the study is not close enough. Learning attaches importance to form while neglecting actual effect, and the consciousness of ideological work is not strong. Thirdly, there are weak links in the construction of grass-roots organizations. Implementing the system of leading cadres participating in the dual organizational life meeting is not in place, and the work of branch construction is not paid enough attention. Fourthly, there is a gap in the construction of the style of work of the organs. The style of work is not rigorous enough and the management of cadres is not in place. Fifthly, the implementation of financial and economic discipline is not strict and supervision is absent. Financial management is not standardized and supervision and management of subordinate institutions is not effective.
Guo Nenghe, on behalf of the inspection team, put forward five suggestions for rectification of the Municipal Overseas Chinese Office. Firstly, we should conscientiously improve and implement various systems of democratic centralism, and earnestly achieve the following objectives: ldquo; four obediences & rdquo;. We will further improve the democratic decision-making mechanism, especially the rules of procedure of Party group meetings, and ensure scientific and democratic decision-making. Second, we should study deeply Xi Jinping's socialist thought with Chinese characteristics in the new era and arm our minds with the Party's innovative theory. Implementing ideological work responsibility, strengthening the management of going abroad on official business, so as to be responsible for keeping the land, responsible for keeping the land, and responsible for keeping the land. Thirdly, we should firmly establish the concept that Party building is the greatest achievement, earnestly build Party branches, and effectively play the role of fighting fortress of grass-roots Party organizations and vanguard and exemplary role of Party members. Fourth, we should conscientiously implement the spirit of the Eight Provisions of the Central Committee and prevent problems from rebounding. Adhere to the leadership leadership to take the lead in changing the style of work and practise it. Under the above rates, give full play to the “ headed geese effect ”. Fifthly, we should strictly implement the Guidelines for Integrity and Self-Discipline, start with serious financial and economic disciplines, conscientiously implement various disciplines, improve the system, strengthen supervision, and ensure that we are truly strict, dare to be strict and long-term managers are strict.
Guo Nenghe emphasized that the Party group run by the municipal government by foreigners should seriously study the feedback situation, carry out the task of rectification and reform, take on the main responsibility of leading the Department to strictly control the party in an all-round way, and the main responsible person of the Party group should assume the responsibility of the first responsible person.
In his statement, Director Shu Ruipeng said that in response to the problems and suggestions put forward by the inspection team, the Party group run by overseas Chinese of the Municipal Government would fully accept them, seriously understand them, unify their ideas and make practical rectifications so as to submit a qualified answer sheet to the Municipal Committee with a more realistic style and better performance. First, we should attach great importance to enhancing our understanding. In strict accordance with the spirit of the special meeting of the Secretary of the Municipal Party Committee, we should enhance political awareness and position, and take the implementation of rectification work of feedback as a major political task to do a good job. Second, we should make serious rectification in the light of insufficient control. In-depth analysis of deep-seated reasons, earnestly formulate rectification programs to ensure that responsibility is in place, tasks to people, so as to rectify a sales number, while self-pressure, check omissions and fill vacancies, improve the ability to govern and service level. Third, establish rules and regulations to consolidate the foundation. Through rectification and reform, we should adhere to the principle of treating both symptoms and symptoms, further improve the construction of various systems and establish a long-term working mechanism.
