Liupanshuipan County: Implementing & quot; Three Priorities & quot; Increasing Actual Name Reporting
Liupanshuipan County Discipline Commission, in accordance with the requirements of & ldquo; three turns & rdquo; accurate positioning, focusing on the main business, strengthening the mass complaint report acceptance and clue research and disposal work, to provide strong support for Discipline review. From January to September 2015, letters and visits reported & ldquo; three rises and one fall & rdquo; situation.
Ldquo; frontline Supervision & rdquo; the number of clues excavated increased. Six Discipline and Work Committees (Supervision Branches) and 39 Towns (Towns and Streets) livelihood supervision groups at county level pay attention to livelihood project supervision as the breakthrough point and focus point, actively go deep into the grass-roots level and close to the masses, and continuously expand the source of case clues by means of key spot checks, open and secret visits, and special supervision. 118 cases of clues were found actively, up 38.33 times over the same period of last year. It has changed the situation that the clues of the source of the case mainly depend on the transmission and sitting of letters and visits to the masses.
Responsibility enquiry has increased the number of reports of malfeasance. Since this year, we have strengthened the responsibility of letters and visits to those responsible for ignoring the demands of the masses, delaying slow action and lawlessness, which lead to long-term unresolved letters and visits and lead to repeated visits and cross-level visits by the masses; the implementation of accountability for violations of discipline-ldquo; double-case investigation-rdquo; both the responsibility of the parties and the responsibility of the relevant leaders; and the implementation-ldquo; Responsibility & rdquo; weak units and departments to be accountable. Through accountability, Party members and cadres should be warned that they have the right and can not ldquo; wayward rdquo; to stimulate the enthusiasm of the masses to supervise the performance of Party members and cadres. From January to September, 103 reports reflecting dereliction of duty by public officials were accepted, up 186% in the same period.
Third Priority & rdquo; Promote the increase of the number of signature reports. The report with the real name of the Department shall be “ priority acceptance, investigation and response ” strict implementation of “ double notification and two-way commitment ”, i.e. informing the informer of acceptance and handling of the report when accepting, and informing the informer of the handling of the report when completing the report; while accepting, the informer undertakes not to repeat the same petition over the same level during the processing period. In order to protect the lawful rights and interests of the informant, the name of the informant is hidden when the online cable is diverted, and the contractor is informed to reply after the completion of the procedure. Make sure that the signed reports have results and replies. From January to September, 148 cases were reported by signatures, up 25% year-on-year. Among them, 114 cases were reported by county-level discipline inspection and supervision organs, up 78% year-on-year.
Nbsp; & nbsp; & nbsp; & nbsp; & nbsp; strict inspection and express office promotes the decline of overstepping letters and visits. Panxian Discipline Inspection and Supervision Organs focus on resolving the issues related to the vital interests of the masses as a breakthrough point. Strict inspection and expeditious operation to win trust in the people, effectively build a grass-roots barrier for letters and visits, and cross-level visits show a gradual downward trend. From January to September, Panxian Discipline Inspection and Supervision Organs accepted 543 complaints from the masses, of which 127 were transferred by higher disciplines Inspection and Supervision Organs. The number of complaints reported by higher disciplines Inspection and Supervision Organs accounted for 23% of the total number of complaints and visits in the same period, down 21% compared with 44% in 2014.
